Noémia Goulart participated in the 5th Annual DG ECFIN Green Budgeting Conference, held in Brussels on 5 November.

 

The meeting highlighted the progress made by European Union Member States in adopting Green Budgeting tools, reinforcing the importance of this approach for sustainable budget management.

 

The morning session focused on presenting the results of the survey conducted among Member States and analysing the governance dimension of the Green Budgeting Reference Framework (GBRF). Participants were challenged to reflect on the main obstacles to implementation through group dynamics.

 

During the afternoon, the debate focused on the future of green budgeting, addressing topics such as the potential of information technology and artificial intelligence; the real impact of green budgeting on public policies; and whether green budgeting is making budgets more environmentally friendly.

 

Green budgeting has been a priority area of study for the CFP, reflected in the publication of documents such as ‘The climate dimension of fiscal policy sustainability: best practices in green budgeting and lessons for Portugal’ or articles such as ‘I - Climate transition, public policies and green budgeting: What has been done and what remains to be done’ and ‘Green budgeting and the climate perspective in DSB/2025’.
