Call for papers: “Fridays of the Reform”

The Banco de Portugal, The Portuguese Public Finance Council and the Fundação Calouste Gulbenkian invite economists to submit articles concerning the Organization reform and management of the public Portuguese sector for presentation at the Seminar Cycle “Fridays of the Reform”.

Each article should include a first part of diagnosis and a second part where the authors present reform proposals that allow to solve the identified problem. Regarding the diagnosis, it is encouraged the accomplishment of benchmarking exercises against other similar national organizations or reference countries.

The papers will be evaluated by the Organization Committee, constituted by Teodora Cardoso (Portuguese Public Finance Council), Pedro Pita Barros (in representation of the Fundação Calouste Gulbenkian), Maximiano Pinheiro and Paulo Soares Esteves (Banco de Portugal). Within the appreciation of the proposals, the Organization Committee can call on theme specialists.

The authors of the articles selected to be presented at the Seminar can receive a monetary prize between 2000 and 5000 euros. The exact value of the prize is decided, case by case, by the Organization Committee, according to the quality and adequacy of the study towards the initiative’s objectives. For authors that live outside the Lisbon area, the organization assures the reimbursement of the transportation and accommodation costs associated with the presentation of the study (in conditions to be settled with the authors).

There is no appeal of the decisions of the Organization Committee, regarding the acceptance / rejection of papers submitted or the prize amount awarded.
It is strongly recommended that before submitting the article, authors send to the Organization Committee a plan of intent, with an approximate length of two A4 pages. The Organization Committee commits to issue an opinion on that plan and, if positive, to provide suggestions that will allow the authors to adapt the study to the objectives of the seminar cycle.
