CFP participates in OECD Meeting on Budgetary Oversight in Latin America

Noémia Goulart, a member of the CFP’s Senior Board, participated as a guest speaker at the 2nd OECD Annual Meeting of Latin American Parliamentary Budget Officials (PBOs) in Latin America, held on June 11 and 12 in Brasília, Brazil.

The non-executive member of the CFP spoke at Session 1, “Restoring public finances and budget oversight,” which focused on the role of oversight bodies in the context of budgetary pressures and public finance consolidation processes. In this session, Noémia Goulart presented on the topic “Public Finances in Portugal: Developments, Analysis, and Lessons Learned,” in which highlighted recent developments in Portugal’s budgetary situation, including the maintenance of positive balances, the trajectory of public debt reduction, and the country’s position within the European context.

In the presentation, Noémia Goulart also emphasized the importance of independent scrutiny in evaluating fiscal policies, particularly in validating assumptions, identifying risks, and enhancing transparency. She also discussed the methodologies used by the CFP to analyze fiscal consolidation processes, distinguishing cyclical factors from policy measures and assessing the credibility and impacts of public decisions over time.

The meeting, organized by the OECD at the Brazilian Federal Senate, brought together representatives from PBOs, fiscal oversight institutions, and international organizations, with the participation of officials and experts from various countries.
