Discussion by Rui Nuno Baleiras on budgetary outturn control

Rui Nuno Baleiras, Executive Member of the Portuguese Public Finance Council, commented a proposal by Orlando Caliço, economist at Bank of Portugal, to reform budgetary outturn control. His address happened on 4 April 2014, as part of the seminar programme “Fridays of Reform: towards a comprehensive reform of public governance”.
