Rui Nuno Baleiras, Executive Member of the Portuguese Public Finance Council, participated at the Conference “Decentralisation – The path of development” (Descentralização – O caminho do desenvolvimento) which was held on October 17 in Porto, organised by the Associação Nacional dos Autarcas Social-Democratas. The conference was dedicated to the decentralisation of powers within the public administration, at a time when the issue returns to the political debate.
Rui Nuno Baleiras intervened in the panel on “Decentralisation as a political idea of organization” seeking to frame the issue from the political economy perspective. Entitled “Decentralisation: economic and institutional principles to be taken into account”, the CFP Executive Member presentation focused on the economy and institutions while processes for organising collective choices, stressing the principles to be taken into account in the design of concrete solutions for the several public policies.
The conference also included the participation of Miguel Poiares Maduro, Hermínio Loureiro, Emídio Gomes, Arlindo Cunha and Pedro Passos Coelho.
