Rui Nuno Baleiras, the Executive Member of the Senior Board, published an opinion article in the electronic newspaper “Observador”, on 27th June 2016. Entitled And now, Europe? Thinking out of the box! (“E agora, Europa? Pensar “fora da caixa!”), the article diagnoses the crossroads where the European Union lies. According to the author, the Brexit referendum outcome have enlightened the disease that is plowing for a long time in the European Union (EU)’s political governance model. There is an unsustainable imbalance between the economic integration level and the political integration level that Member States have built. The paper explains why keeping the “status quo” will lead the EU to its grave.
Baleiras also shows up two alternatives that allow for the maintenance of a policy-sharing space in Europe: 1) to undo the single currency and preserve a governance model based on interstate cooperation, more or less similar to the current model; or 2) to keep the current economic integration level and allow for two parallel governance models. In the latter alternative, one model should be based on federal elements for Euro countries wishing to share the public policies with wider cross-border effects (such as migration, monetary and fiscal policies) while the other governance archetype should encompass all Member States to manage the remaining shared policies.
