Wealth tax

Wealth taxes are levied on one or more types of assets owned by an individual or company. Liabilities may be excluded from the calculation of the taxpayer's taxable base in order to determine its net worth.

Windfall profit taxes

A windfall profit tax is a tax designed with the specific aim of taxing a certain industry that has experienced profits considered above average by the government/parliament.

Witholding or freezing of appropriations corresponds to the withholding of a part of the budgeted expenditure from central government services and organisms, with the objective of adapting expenditure implementation to real needs and ensuring the existence of a margin to cover risks and needs during budget implementation. This retention is initially determined in the State Budget Law and additionally in the Budget Execution Decree-Law. This means that, in practice, government departments and agencies do not have all the expenditure appropriations approved for a given economic year. The unfreezing of funds has always been subject to prior authorization from the Minister of Finance, but with the State Budget Law for 2024 this became the responsibility of the member of the Government responsible for the respective sectoral area, without the right to delegate, except in another member of the Government. The State Budget Law excludes some programmes and measures from the scope of the deactivations, including those related to non-higher education institutions, hospitals and individual health clinics and services.
