Patrícia Semião, executive member of the Portuguese Public Finance Council (CFP), was the guest speaker invited by the School of Technology and Management of Beja to lead the open lecture entitled “The Secrets of the State Budget”, held on 3 October.

 

During the session, Patrícia Semião addressed the key pillars underpinning the budgetary process in Portugal, based on the Budgetary Framework Law, which sets out the rules and principles for the preparation, execution, and oversight of the entire budgetary process within public administrations.

 

Her presentation included both the national and European fiscal frameworks, followed by an explanation of how the State Budget is structured, prepared, approved, and monitored. The main financial indicators, such as the budget balance and public debt, were also contextualised.

 

The speaker concluded her intervention by discussing the role of the CFP in independently assessing the consistency, compliance, and sustainability of Portuguese fiscal policy.
